To provide assistance in strategic land use planning, policy development, advice and research expertise to the Council for the long term benefit of the Hume City community.
What you’ll be doing:
- Assist in the preparation of new structure plans and development plans for residential, employment areas and activity centres.
- To provide assistance in the preparation, implementation and review of local planning policies, Strategy Plans, Local Structure Plans and Precinct Structure Plans and Development and Infrastructure Contribution Plans within the Municipality.
- To promote community awareness of, and participation in, the development of Strategic Planning policies and projects that advance Council’s land use planning objectives.
- To assist in the preparation of legal agreements with landowners and developers relating to development contribution
- As directed and with the guidance of senior staff prepare amendments to the Hume Planning Scheme and undertake all associated administrative functions required under the Planning and Environment Act, 1987.
- As directed, assist in the preparation of submissions on State Government strategic planning policy, panel hearings, VCAT hearings, reports and initiatives.
- With the support of senior staff, investigate and report on the strategic planning implications of proposed Planning Scheme Amendments, whether generated by members of the public or from Council/State Government initiatives.
The skills and experience you’ll bring to the role:
- An understanding of the function of the position relating to strategic planning, including all relevant policies, procedures, processes, and knowledge of related planning trends, theories and methodologies.
- An understanding of relevant Government policies including the Plan Melbourne Strategy and awareness of the planning roles of State and Federal Governments, along with related bodies such as the Victorian Planning Authority.
- Demonstrated ability to interpret State planning legislation and State strategic planning policy and practice and a good working knowledge of the Planning and Environment Act, 1987 and related legislation and the Victoria Planning Provisions.
- Ability to provide a strategic perspective in the consideration of individual development proposals.
- Demonstrated ability to encourage, liaise and promote new ideas, concepts and processes.
- Ability to identify customer / stakeholder needs and expectations, decide the appropriate action and respond accordingly.
- Ability to communicate effectively, both verbally and in written form, to a broad range of stakeholders from diverse backgrounds and cultures.
Required Certifications & Qualifications:
- A tertiary degree or equivalent in urban and regional planning with relevant experience, or lesser formal qualifications with relevant work skills and experience in a field of specialist expertise.
