Manager City Planning & Development
Wagga Wagga City Council is seeking a motivated, innovative and dedicated Manager City Planning & Development to join our Development Assessment and Building Certification Division.
Reporting to the General Manager, the successful candidate will be a key stakeholder in maintaining long-term constructive relationships with and between NSW Government agencies, local industry, peak groups, applicants, and the community to inform and deliver city making planning and development. This role is fundamental for the City’s growth and will play a crucial role in leading the continuous improvement of planning, building and plumbing certification functions of Council. This position will be responsible for:
- Efficient and effective management of the functional areas of the Division to work across the directorate and Council to achieve an integrated and collaborative workforce.
- Lead, engage, mentor and develop the development assessment and building certification division team, ensuring effective personnel management, in order to achieve the best organisational and community outcomes for service delivery.
- Provide expert advice to Directors, senior leaders and other stakeholders to identify and address complex emerging issues and proactively manage these issues.
- Proactive management of Council’s legislative obligations to ensure overall compliance, good planning and development decisions and take steps to manage the Council’s reputational risk.
- Develop and implement a triage system to manage operational and service-related customer requests effectively ensuring that it supports development and building assessment.
- Lead and maintain a proactive Work Health & Safety culture.
- Ensure a rigorous approach to the expenditure and management of public funds in carrying out all activities on behalf of Council.
- Lead the continuous improvement of the planning, building and plumbing certification functions of Council and ensure compliance with Council Regulatory Responsibilities under the Environmental Planning and Assessment (EP&A) Act 1979, Local Government (LG) Act and other relevant legislation.
- Attend and participate in Council, committee, and community meetings, workshops and forums, including those held after hours, as required.
- Participate in meetings/consultations with relevant stakeholders including owners/builders; architects; engineers; and government agencies including on-site.
- Oversee preparation of Council reports, technical reports and other correspondence related to the role and approve in line with delegations.
As the successful applicant, you will have:
- Tertiary qualifications relevant to the role. Qualifications in town planning or building surveying are preferred but not essential.
- Current Class C Driver’s Licence.
- General Construction Induction Training Card
- Substantial experience relevant to the role including legislative interpretation e.g. Building Code of Australia, Environmental Planning and Assessment Act, Local Government Act, applicable Australian Standards etc.
- Demonstrated ability to deliver quality customer service, lead service improvement and adapt to and influence change.
- Sound time management; financial; business planning; administrative; and computer skills including Microsoft Office.
