The Planning and Land Services Group in the Department brings together statutory planning, building policy, land, property, and heritage capability to deliver whole of state services.  The Group administers statutory planning responsibilities including improvements to the planning system and provisions, assessing planning scheme amendments and environmental assessments and planning permits.
The Planning and Land Services group also:
- ensures secure and accurate registration services for property, land, and water share transactions;
- provides specialist property services including planning, acquisition and management and disposal of land and building assets; and
- manages the state's planning, building and heritage systems to shape the places and communities of Victoria.
About the Role
This is a five year fixed term SES 1 position
The Department of Transport and Planning is seeking an inspiring leader to take on the role of Director, Planning Systems. This pivotal position drives the delivery of planning services and oversees the management of the Victorian planning system within the Planning and Land Services Group. Collaborating with the Planning portfolio and the broader department, the role ensures the effectiveness, integration, and integrity of the Victorian planning framework, including the Victoria Planning Provisions.
The Director will lead improvements to statutory planning provisions and regulations, supporting the implementation of state land use policies through robust statutory controls. This includes providing responsive, targeted support to government agencies, local councils, and industry to continually enhance the planning system continually. By ensuring high-quality statutory planning outcomes and delivering ministerial service functions, the Director will play a key role in achieving consistent and effective planning practices across the state.
As part of the State Planning leadership team, the Director will help build a high-performing, customer-focused workforce and foster a culture of collaboration, innovation, and inclusivity. This role offers the opportunity to shape Victoria’s future planning systems, policies, and projects while forging strong partnerships across government, industry, and communities to deliver on the Department’s vision for a liveable, inclusive, and sustainable Victoria.

Position Outcomes
The Director, Planning Systems will drive the implementation of key government priority regulatory frameworks and systems within the Victorian planning system, ensuring effective legislative, policy, and practical integration. The role involves managing the delivery of multiple planning system projects across Victoria, aligning these initiatives with strategic objectives and government priorities. Collaborating with senior leadership, the Director will provide critical support to statutory planning processes, ensuring the successful delivery of departmental goals and fostering a cohesive and results-oriented approach to planning outcomes..
Qualifications and role specific requirements
- Demonstrated record of achievement in driving responsive and high-quality planning processes and outcomes.
- Demonstrated record of achievement in driving responsive and high-quality customer and stakeholder services and building effective and cohesive planning teams.
- Demonstrated experience in a relevant capacity in the public sector (including local government) leading large teams in complex environments.
