Sean McPhail is currently Acting Director of the State Planning Office. He has been with the State Planning Office since it formed in 2016 as the Planning Policy Unit. This follows his work with the Planning Reform Taskforce on the preparation of the State Planning Provisions. Sean has been managing the review of the State Planning Provisions, which includes the Improving Residential Standards in Tasmania project to deliver a suite of new planning requirements for housing. He also manages the Housing Land Supply assessment process which rezones government land for social and affordable housing.

Sean has worked in land use planning in Tasmania for over 20 years, including at the Tasmanian Planning Commission and its predecessor, the Resource Planning and Development Commission. While at the Commission, he managed the preparation and implementation of Planning Directive No. 4.1 which delivered standardised planning requirements for multiple dwelling developments. He also worked at Hobart City Council, the Sullivans Cove Waterfront Authority, and the former Department of Infrastructure, Energy and Resources. At the Sullivans Cove Waterfront Authority, he was responsible for the assessment and approval of the Parliament Square redevelopment and the IMAS building at Princes Wharf. He also spent about 3 years in Canberra managing the Estates Development Team at the former ACT Planning and Land Authority. Here he approved several large-scale subdivisions, including the suburbs of Bonner, Forde, Crace, and Casey, and several major apartment developments in Franklin and Belconnen. He also initiated reviews of the subdivision design standards and the Estate Development Plan assessment processes in the ACT Territory Plan.
