DELIVERING Renewable Energy Projects
Renewable energy projects are an exciting, yet challenging type of project that is happening across Queensland. What can a proponent, local government or State government agency do to assist in the delivery of these vital projects?
A focus on Energy and Jobs from the Queensland government, as well as concentrated efforts for alternatives to fossil fuels has meant that delivery of renewable energy projects has become increasingly important. This seminar will provide views from a range of interested stakeholders and parties with experience in delivering these major projects across Queensland and Australia.
Rebecca Hoare
Rebecca Hoare is an environment and planning lawyer based in Brisbane. Rebecca has nearly 20 years' legal experience and practises in environmental, planning, climate change, carbon farming and carbon pricing, native title, and Aboriginal cultural heritage law in Queensland, Northern Territory and Western Australia
Julius Frangos
Julius is currently tasked with working on the Queensland Government's investments into Pumped Hydro and Utility Scale Energy Storage, including the feasibility study into the Borumba Dam and Pioneer-Burdekin Pumped Hydro Energy Storage (PHES) projects.

Simon has more than 20 years’ experience in the Australian property sector. In his role as Technical Director at RPS, he delivers great planning outcomes for clients across a wide variety of development types.Simon has extensive experience on major projects in Queensland and throughout New South Wales, and now takes the lead on renewable energy projects for the Australian market.

About the Series
Delivery of infrastructure, projects and outcomes are often the end of a long process of negotiation, assessment, re-working and hard work by all parties. But exactly how do we ensure that the delivery meets the intended outcome, or even that the tangible outcomes are actually delivered? This series will investigate and enlighten the audience about how planners and their built environment colleagues can ensure that housing, infrastructure, subdivision of lots and the like are actually delivered.
For this series, we have invited a range of speakers to discuss their approach to project delivery, their use of innovation and their tips and tricks that should be in every planner’s tool kit to ensure that the planning work eventuates with a realistic and tangible outcome being delivered. The chair for the seminar series will be:
Leisa Prowse
Director of Leisa Prowse Consulting
Leisa has almost 30 years of experience in community and stakeholder engagement, and social impact assessment. With more than 230 projects under her belt, Leisa understands complex and contentious projects in the transport, resources, energy, water, education, health, property and government sectors, and the challenges they face.
Leisa is tertiary-qualified in both town planning and communication. This rare combination of skills enables her to meaningfully engage with a range of stakeholders at different technical levels, while ensuring that the results of engagement processes can be readily incorporated into technical studies.
Additionally, Leisa is a member of the International Association for Public Participation (IAP2) and an Ambassador for IAP2, reflecting her commitment to IAP2 and best-practice engagement processes.
