Consultation can be a highly contentious space, with multiple stakeholders, different opinions and technical information which need to be balanced and weighed against other considerations. Beyond the statutory minimums, how is a community consultation program delivered to be fair, transparent, legitimate and workable?

Deb Wellington
Deb Wellington has worked at Cairns Regional Council for over 26 years and currently heads the Strategic Planning and Sustainability Program within Council. This team is tasked with delivering the Cairns 2050 project, which will look at the growth management strategies and opportunities within the region over the next 30 years. Deb will speak about the significant consultation program that Council is currently overseeing
Owen Wareham
Owen Wareham is Acting Executive Director of the Strategic Communications Branch of the Department of State Development, Infrastructure, Local Government and Planning. His past roles have included work at the World Wide Fund For Nature, Change.Org, and Political advisory roles for State Premiers and in emerging democracies. His focus is on using research to drive communications campaign strategy to achieve impact.
Ella du Plessis
Ella du Plessis is passionate about creating vibrant and inclusive places and spaces that improves the liveability for the community and is currently leading the Place Making and Urban Design Program at Logan City Council. With over 30 years’ experience as a town planner and place maker in both private and public sector, Ella has lead the delivery of several place making, complex capital works and urban design projects, with an approach to place making that recognises the importance of engagement.

About the Series
Delivery of infrastructure, projects and outcomes are often the end of a long process of negotiation, assessment, re-working and hard work by all parties. But exactly how do we ensure that the delivery meets the intended outcome, or even that the tangible outcomes are actually delivered? This series will investigate and enlighten the audience about how planners and their built environment colleagues can ensure that housing, infrastructure, subdivision of lots and the like are actually delivered.
For this series, we have invited a range of speakers to discuss their approach to project delivery, their use of innovation and their tips and tricks that should be in every planner’s tool kit to ensure that the planning work eventuates with a realistic and tangible outcome being delivered. Leisa Prowse
Director of Leisa Prowse Consulting
Leisa has almost 30 years of experience in community and stakeholder engagement, and social impact assessment. With more than 230 projects under her belt, Leisa understands complex and contentious projects in the transport, resources, energy, water, education, health, property and government sectors, and the challenges they face.
Leisa is tertiary-qualified in both town planning and communication. This rare combination of skills enables her to meaningfully engage with a range of stakeholders at different technical levels, while ensuring that the results of engagement processes can be readily incorporated into technical studies.
Additionally, Leisa is a member of the International Association for Public Participation (IAP2) and an Ambassador for IAP2, reflecting her commitment to IAP2 and best-practice engagement processes.
