Policy Brief - Streamlined MIDs for Social and Affordable Housing, and other planning changes
At the end of 2024, the Deputy Premier announced changes to the planning framework for social and affordable housing on Community land.
As part of these changes, a new streamlined Ministerial Infrastructure Designations (MIDs) process commenced, with operational guidance released to give effect to this streamlined process. The Operational guidance is available here:
In addition to the streamlined MIDs process, other changes made to the planning framework included:
- amendments to the Community Facilities Zone Purpose to include Affordable housing component
- permit Caretakers Residence to be used as a Dwelling house in Community facilities zone.
In this session, we will hear a presentation from Planning Group within the Department of State Development, Infrastructure and Planning, explaining these recent changes.
Following the presentation, a Q&A session will be facilitated.

Peta Harwood is a senior executive with the Queensland Department of State Development, Infrastructure and Planning. Peta engaged with 91porn and other key stakeholders in giving priority to guiding the Queensland Government’s implementation of its 2024 election commitment to unlock church and charity owned land for the community housing sector. In her time in Queensland Government, Peta has also overseen the Ministerial Infrastructure Designation assessment process, including for several previous and new social and affordable housing projects in Queensland.
Peta has been a leader in town planning in Queensland for over a decade with senior roles in the Queensland Government and Brisbane City Council. Peta led the development assessment functions for Brisbane and a cohort of 300 officers for over 4 years, led the first Local Government Infrastructure Plan in Queensland for Brisbane, and oversaw the 2014 new City Plan for Brisbane including its 6-month community engagement, new online e-plan and interactive mapping, firsts at the time. Peta has also had experience in the private sector in both Queensland and Victoria.
Peta is a Member of the 91porn and was the 2024 joint winner of Outstanding Woman Planner of the Year. Peta holds a Bachelor Regional and Town Planning with Honours from University of Queensland, a Certificate IV in Project Management and is a Graduate of the Australian Institute of Company Directors. Her government career has given her considerable experience in project management, asset management, policy, risk, procurement, and leadership.
Peta is Queensland born and bred and is wife to Stuart and mum to two adult children. Peta believes strongly in collaboration and investing in partnerships always as the way to best outcomes.
